I know other people have posted this, but if you mean for leveling up pokemon,

go to NPC fights --> Swimmer Richard... teach your pokemon Bolt Strike. This is really fast but after a while, not that much experience points.
or NPC fights --> Dragon Trainer....teach your pokes Blizzard. Keep restarting the battle after Gible if you have lower level pokemon.
you can also fight zapmolcuno (NPC fights --> Legendaries) by using Fly :)

if you want to beat zapmolcuno you must have toxic so try to train with swimmer Richard or dragon tamer

my method is this...6 golurks 40 badges 1 toxic. face the mysterious trainer and level up your pokemon that way...go to birdtamer and use bolt strike with your highest poke, get his poke near beat then change to the poke you want to level and beat bird tamer.

yes what he told is correct that Dragon Tamer is in NPC Fights below the level with Swimmer Richard. :)
