cursed deoxys was given away for the Olympics, so how about for the paralympics you get to keep the last pokemon you catch. So say your pokemon was a milotic, at the end of the day you get a milotic level 5. This way you would be able to catch some pokemon that were not available otherwise such as milotic and lapras.

but then it'd be quite easy to get a Keldeo, kyogre, Kyurem ect.

yeah so maybe have it at a $1,000,000 a go, and at least they are not coloured

Maybe not the last pokemon we catch, but it would have to be one we Catch through out the day.
