for the first one, the lightning is hand drawn with the smallest size brush, and for the second one, select the rotate tool, click the glow, then rotate it about 18 degrees. next, use the wind effect on it. now select to rotate tool again, and rotate the glow -18 degrees to put it back in the right place. the glow should be slanted.

There's a brush named "Pixel (1x1 square)" exist by default in gimp.Use it with minimum size & choose your colour(here it is white) then draw lines to make the lightning effect on the sprite layer.
