I see what you mean, but not all frozen rich people are perm frozen. Plus, what about those that were banned for reasons other than scamming? It wouldn't be right if you lost what you earned because of some other reason, right?

Ok, For Frozen Accounts, with lots of coins, I do not think it is fair to take what is theirs, after all even if they do have a long time to serve, they will come back and might wonder where their coins are,
For Banned accounts - I think its fair for people's coin/pokes to be auctioned, or contested. << Only if their appeal doesn't make it through and their account is banned forever.

why not put all of the banned stuff into 1337 (contest account) and then contest them?

Da man can do that himself, That's what I am saying, Alan can choose what to do with the coins,
If you just give them for free to players, then whats the point of working for coins?
You need to earn the coins, contest, or games, << You can also get them this way
Also : Some coins have been hacked, so We cannot say whether to give them away or delete them (If its possible)
