Since the time limit promo is new and the promo would not change after the pre-promo time ends at the exact time it is not available to get for me the promo it must already been setted so that even da man is offline there would be promo after the exact time left of the past promo the promo would change

I think because da man cant set promo when he is still offline he cant edit the promo center promo pokemon
