Well then your next best bet is to find someone that is selling a pokemon that already knows toxic and chances are if that pokemon knows toxic it will also know fly.

if u really want to buy toxic get a high leveled pokemon then train for others for coins and that way u can get coins to get toxic easily

Or you can buy coins from other players for cash in game, such like 100 coins for 500mil or what is the count for 100 coins? But then again, yu need alot of cash haha! Goodluck
