I don't think this is really needed since it's much easier to just go to npc fights and fight the legendary pokemon there. And for map pokemon they will then probably appear at lvl 5 which makes it useless, for most of us, to fight them.

it is a great idea i do not like it when all you can do is throw one pokeball at them and if you do not catch it than you have to find it again

it would be a nice thing to have but the legendary part would be rare and it would say team rocket has attacked blahblahblah town and then you would engage in battle agreed?

This isn't a good idea for several reasons. First of all, there are enough other things that need to be worked on. Second, the fights would be meaningless when there are already so many other battles you can fight. Third, there's already enough to do on maps and this would just be clogging it up with something that isn't needed.
