Make the glow effect once on each new layer, then use opposite directions on the two layers.

Are you doing 2 different layers and selecting right for one and left for the other?

I am gonna be honest. I don't really like them, try experimenting more w/ Gimp and using different effects. Also, I would like to see a smaller glow and a smaller wind effect it would look better imo.
