You can get fly by beating zapmolcuno

By beating NPC Legendaries trainer zapmolcuno.After you beat the last one of the three legendary birds which is Articuno,all the moves of the pokemon which you used to finish Articuno will be replaced by FLY except the TM moves.

Beating Zapmolcunos, defeating all three birds will result the Pokemon you trained last will learn fly.

Have team of golurks.

At least a few with Toxic.

And have Golurks with the move blizzard.

Toxic each Bird first, then use blizzard.

And aim to defeat Articuno.
