Background and text/font look cool. But i think it will be better if you use a better render.

Ok I'm going to throw down some really needed realism in this thread.
if you insist on a number rating, it's about 1.7/10
render, the cut is rough. You see all that white around the image? It means it hasn't been cut out of the background well, and ruins the tag. Also it's too small. the render should cover 1/3. But that can be changed to suit the person.
You do at least have some sort of a colour scheme that is working quite well, but the text is outweighing the focal.
You need to go through some tutorials, and loads.

get the eraser tool, zoom really far in and erase the white

Looks cool :) I like the red like swirly thing that comes from Banette :o

9.9/10 Looks good but the white really does mess the render and signature up i like the red effect and the shadow with the orange eyes very nice and good halloween themed signature.
