I heard to get through the door in the Safari Zone building, you need to Fushia City. Is this true? If so, how the heck do you get to that city? Do you need all badges from all the regions? Does it involve that S.S. Ticket?

you need to travel to kanto by the airplane and then you need the s.s.ticket to travel within the cities. Go to your town, then click on s.s. ticket. Pick fuchsia city. I think then you should be able to go through the door in the safari zone.
