Maybe a Super Mod to be able to remove. That's kinda like close to Admin so I think they'd be that trustworthy to not abuse that feature. I'm not saying Mods are not trustworthy but most have either started there or were promoted from being chat mod. Super Mods usually started low and raised through to that position over time.
