If you are available to buy them that will bring the rate down a lot so this is a terrible idea in my eyes. So I rate it 1/10.

If the keys were easier to get then it would be easier to enter the towers and catch the colored pokemon effectively lovering the value of those colored pokemon. No, I think it is fine the way it is right now.
