On the Maps, Pokeballs do fail and Greatballs will sometimes also fail.

The Pokemon on the Maps are all very common and don't need to be a second chance to be caught as they are easily found and obtainable.
Masterballs can also be bought from the Store.

Rotom is not a legendary and he said regice. So he is right. :l

??? On many sites it said it was. Any way why is it so hard to catch it in the games?

@Pokemonmask Like Volcorona in BW, the Shiny Haxorus in BW2 and the Shiny Gyarados in GSC or HGSS, Rotom is simply a pokemon you can interact with in-game. Rotom is not considered a legendary, as it is not spoken of in any Pokemon legend. Regice, like Regirock and Registeel are spoken of in Pokemon legend, thus making them legendaries.
