does the rate list change based on if people get banned/frozen?

I don't really think it does. The rate of the pokemon stays the same. There really should not be a reason as to why the rate would change just because the person who owned it its frozen/banned.

its just that someone said he was after a rainbow golurk in exchange for rainbow snivy. i said that snivy is 1.4 in list and golett is 4k. he said golett was 1.7. but when i sent link to list he said it changed due to people being banned

I also don't think that rate changes because the owner of that pokemon is frozen/banned. Their pokemon/s are still there but unable to circulate or traded in the system. One thing more I think rate list is basing on the rarity of the pokemon so if the rarity of your r.golett did not change then the rate list will also not change.
