Like what Tycoon and Campt said, it not a scam, it just a glitch in the system, Da Man Is just too busy to fixed it at the moment due to a lot exams he has, During Summer breaks he will update the site like crazy, hopefully He will fixes the R/S Mudkip Glitch then, just be Patient.

Okay. So now I know to save up as much lab credits as I can so the next rainbow/shadow pokemon will be mine! I'm glad the glitch will be fixed soon.
