The whole point is to make the community, specifically the Forums, more active.
The less Forum Credits required, the less active the Forums are. |

THe reason that forum credits are used for the promo is what I like to call the Jolteon Effect. Back when promos had no requirements outside of coins, people were breaking rules and causing too many to appear in the game. The biggest one was Cursed Jolteon, which there are over 1k in game. The point is that promos should require some work, but not so much so that it's worthless to try for one. If anything, the more common promos should all cost 5.
