3+ rep???

hi every1
i wanna know that how ppl can give 3+rep to sum1 .like many ppl can give 1+ rep but but some are able to give 3+ so can sum1 sort it out for me? And what we need for it?

You need at least 1000 post or have an 150+ in reputation in order for you to give a +3.

You can also give -3 rep if your post is 1k+ or 150 reputation.
