Well you can obtain them as a promo, though a trade, through a contest or from the Auction house.

Those are the most common ways to get ColoredPokemon.

Here is Xhinz's guide to help you progress in the game faster and get more colored more faster :P

You can't buy those Pokemon as promos anymore. They are very rare and only a few people have them. I don't think that anyone would give them up easily.
