We would have to know how expensive it would be, and if you bought it with coins or money (coins obviously). I don't like this idea, there already is a way to get celebi, maybe a similar idea for a different legend that doesn't have it's own tower.

The whole point of your idea would be to buy something and then just be able to use it, but that would make it unfair for people who don't have as much money/coins and the rich could get as much as they want.

there are already many colored celebi I think all released except golden I would not even buy GS ball just to get normal one or shiny

Not a bad idea. Made made it a different colored Celebi so the original one doesn't lose it's rarity.
